The EU talks a lot about resilience, but what does it mean, and how does it translate into practice? This article maps the various understandings of resilience in EU humanitarian and development policies since 2012. Subsequently, it explores the EU’s efforts to build resilience to the impact of the Syria crisis in Jordan and Lebanon.
